To my knowledge it's historically been heavily dependent on glitches to be played the way it is, so we can afford to be a bit lenient with what we allow. Don't talk about Pikachu Cup here because that's not relevant and this is about LC Pokemon in RBY as a whole. So here it is again: RBY LC, its not really confirmed for an official tier yet but I think there should be discussions on how RBY LC would work in levels for the Pokemon, moves, availability etc.
